520 3 |a Since 2010, the Chinese government clearly proposed to implement the innovation-driven development strategy in SME companies, and emphasized the need to fully play the leading role of science and technology innovation (Wang, 2021, 279). In the context of the national implementation of the innovation-driven strategy, and with the increasing contribution of SMEs in product innovation and technological innovation, SMEs as a key force in the development of technological innovation, how the government can effectively improve their innovation capacity through technological innovation policy guidance has become the focus of government attention. Therefore, it is proposed to enhance the technological innovation capability of SMEs and strengthen the government's support role in the whole process, and thus a package of support measures has been issued, mainly including: industrial policies to encourage innovation, establishing various innovation funds, giving innovation subsidies, building government-industry-academia-research platforms, supporting enterprise innovation with government procurement, etc (Wang, 2021, 281). This thesis attempts to analyze the mechanism of the role of technology innovation subsidies to support innovation supply, innovation voucher policies to support innovation demand, and patent protection policies to optimize innovation environment on SMEs' technology innovation from the perspective of economics. Specifically, using externality theory, stakeholder theory and expectation theory to analyze how different support policies affect the final innovation of enterprises. It also summarizes and evaluates the existing technological innovation policies in terms of issuing body, quantity and content, which has certain theoretical value to enrich the existing policy-related research.
