The core analysis will revolve around how these countries have attracted foreign investment into their oil and gas industries, identifying the key drivers such as favorable policies (e.g., Azerbaijan's Production Sharing Agreements and Kazakhstan's Subsoil Use Code), major energy projects like Shah Deniz, Kashagan, and Tengiz, and the role of geopolitical factors, including proximity to major markets like Europe and China. Additionally, the thesis will assess challenges, including regulatory barriers, environmental risks, dependency on oil revenues, and global energy transition pressures. A comparative approach will highlight similarities and differences in investment trends, policy effectiveness, and FDI outcomes, offering insights into the long-term sustainability of resource-driven FDI strategies in both countries.
